Rights Based Approach

The Rights Based Approach of pro-poor development is founded on the conviction that all human beings are holders of their rights. A right entails an obligation on the part of the government to respect, protect, fulfil, and promote it. The legal and normative character of human rights and associated obligations are based on the international human rights instruments and the national laws. Thus, a rights based approach does not involve charity or simple economic growth, but a process of changing systems, actions and priorities by enabling and empowering people to claim and realise their economic, social, cultural, civil and political rights including the right to develop their communities.
